Do you want to drain the Fountain in Blue Prince? This fixture at the grounds of the manor might seem inconspicuous at first glance. But, as you'll soon find out, nothing in this game is placed in areas by accident. Everything has a purpose, and some might lead you to new discoveries. In any case, please be reminded that this article contains minor spoilers.
You can drain the Fountain by making use of the Pump Room. In fact, the Pump Room is what you need to access if you want to fiddle around with areas--and even large objects--that are filled with water.
To reach the Pump Room, you must first draft a Pool. Whenever you have a Pool in your manor for that run, the Pump Room, Sauna, and Locker Room all get added to the draft options for that day.
Before you drain the Fountain in Blue Prince, try to familiarize yourself first with the layout of the Pump Room. You'll notice two tanks---Tanks 1 and 2--as well as a reserve tank (which you can ignore for now). There are also three pumps with levers in front of the main tanks--i.e. Pump 1 (left), Pump 2 (middle), and Pump 3 (right). There's a fourth tank--Pump 4--at the back of the room.
Pulling the levers down fills the locations with water. Conversely, pushing the levers up drains water back into the tanks. Lastly, if you don't want the pumps to automatically fill/drain tanks, you should leave the levers in their default state (middle).

There's a control board that shows the rooms that you can drain or fill with water. Press the corresponding button for the room that you want to fill/drain. You can then toggle their water levels via the pumps that they're connected to:
Last but not least, there's a switch at the back of the room near Pump 4. It allows you to swap between the use of Tank 1 or Tank 2 when tweaking the water levels.
Think of the Blue Prince Pump Room Puzzle as somewhat akin to a math problem. If you look at the control board, there are small pips representing the water levels. In the case of the Fountain, it has 12 blue pips since it's currently full. Naturally, to drain the Fountain, we need to bring that down to zero. Here's how to do it:
Once you've drained the Fountain in Blue Prince, you can check the location outside the manor. The steps take you all the way down to the Underground.
Note: The Fountain will remain drained in future runs as long as you don't change the configuration in the Pump Room. If you want to make any tweaks, such as for other locations, then you have to draft the Pump Room again.
You certainly can drain water from other areas in the game. For instance, you can drain the Pool to find some goodies. The Aquarium, meanwhile, might have a hint. - You can then continue to drain the water into the tanks and leaving it at that.
Once you've drained the Fountain in Blue Prince, you can check the location outside the manor. The steps take you all the way down to the Underground.
