You can attempt to ride a horse by clicking on them with nothing in your hands. It's important to remember that you can't have anything in your hands that will damage the horse when trying to mount them, otherwise, you'll just knock down their HP.
Eventually, after anywhere from two to six attempts of trying to get on their back, the horse takes to you and becomes fully tamed. This is indicated by heart icons appearing on the horse as you're riding them.

Even if you have been bucked off a horse several times in a row, just keep trying to mount the horse and they'll eventually become tamed. All wild horses begin with a random "temper" threshold, and that threshold is met after a certain number of mounting attempts.
